Two Markets, One Postal Code

Two Brookswood listings can carry the same price and be different products. One is a house with a yard, priced against every other house with a yard in Langley. The other is a land position priced against the units it might one day carry, and the seller has already read the neighbourhood plan. The Fraser Valley board put the Langley Township detached benchmark at $1,500,900 in July 2026. On 24 August 2026 the median Brookswood asking price was $2,149,000. That spread is not better houses.

Which market you are standing in. It is knowable before you open the front door, and the house barely enters into it. It is settled by frontage, by whether a sanitary main reaches the property line, by who owns the parcels either side, and by…

The two price sheets. The family market prices a dwelling, rooms, condition, schools, commute. The land market prices future units and treats the house as an occupancy licence with a demolition cost attached. On 24 August 2026 land listings inside this one community ran from 19810 20 Avenue, $7,800,000 on 14.62 acres, about $12 per square foot of land, to a serviced R-1D lot at 3588 204 Street in Noel Landing, $879,000 on lot sizes of 7,007 to 9,246 square feet, or $95 to $125 per square foot. The dirt is the same. The work already done to it is not.

The first tell is frontage, not size. The adopted Rinn Neighbourhood Plan, Bylaw No. 6010, requires every development application adjacent to a designated Arterial Road to include a minimum of 100 metres of road frontage. That is arithmetic, not planning: a 30-metre lot on an arterial cannot apply on its own, however generously it is designated. It reaches the counter only attached to its neighbours, so when an arterial-facing parcel is priced like land, the price contains an assumption about the owners either side. And a corner is not automatically a premium, under the same plan a rowhouse corner lot carries a 316 m² minimum against 216 m² internal.

The second tell is the servicing switch. The Township's small-scale multi-unit rules, adopted 18 November 2024, require connection to both municipal water and sewer; without both, the entitlement falls back to one unit plus a secondary suite or accessory dwelling. Where no main fronts the property the route is a Local Area Service: owners carry 75 per cent of a sanitary system's cost, a preliminary petition needs 60 per cent of owners and an official petition 50 per cent of owners holding 50 per cent of assessed value, each share is apportioned on taxable frontage between a 15-metre minimum and a 61-metre maximum, and the balance is paid within 30 days or amortised with the tax bill, typically over 20 years, at the Municipal Finance Authority rate plus 0.25 per cent. Sewer is a vote of your neighbours followed by a twenty-year debt secured against your frontage.

The gap, measured. That finished Noel Landing lot lists at $879,000, serviced and zoned. At 2741 204 Street, 2.324 acres in Fernridge is offered at $5,900,000 with an eleven-lot layout indicated, roughly $58 per square foot, or about $536,000 per future lot. The $343,000 between those numbers is not profit. Development Cost Charges under Bylaw No. 5897, in effect since 3 November 2025, run $86,787 per unit in the lowest density band, where an eleven-lot subdivision on that parcel sits; Amenity Cost Charges under Bylaw No. 6115, approved 23 March 2026, add $19,571 per single or two-family unit. That is $106,358 a lot before a metre of pipe is laid.

Assembly is visible if you look. On 24 August 2026, 19860 30 Avenue was offered at $7,950,000 on 2.31 acres and described as part of a three-parcel assembly totalling 6.8 acres; 20213 32 Avenue asked $8,300,000 for 2.22 acres on an apartment designation. When a listing names an assembly, every neighbouring price has already moved. The uncomfortable version for a family buyer: if the lots either side of the house you like have traded recently to one purchaser, you are not the market for that house, you are the exit. And 19613–19655 28 Avenue, 4.39 acres at $8,970,000, is a court-ordered sale: what a land position looks like when the holding period outruns the plan.

The carry, without optimism. On a $5,900,000 parcel every percentage point of borrowing cost is $59,000 a year, $177,000 over three years, before the taxes peculiar to holding. Township of Langley is a taxable area for the provincial speculation and vacancy tax, and for 2026 the rate is 1 per cent of assessed value for Canadian citizens and permanent residents, 3 per cent for foreign owners, and 4 per cent for foreign owners from 2027. On a $2,000,000 assessment that is $20,000 a year unless the home is a principal residence or a tenant occupies it for at least six months of the calendar year. The exemption for property with no residence on it applied only to 2018 and 2019, and the land-under-development exemption turns on building activity carried out without undue delay, not on waiting for a sewer. On the way out, the B.C. home flipping tax takes 20 per cent of net taxable income within 365 days, declining to nil at 730. A house on land is residential property; only bare land sits outside it.

Reading your own listing. Four measurements settle it, and all four precede an offer. What is the frontage, and does it clear 100 metres where an arterial is involved? Does a sanitary main front the parcel today, confirmed with Township Engineering rather than inferred from a neighbour's connection? Have the adjoining parcels traded, and to whom, and what has been applied for on them? And how does the price per square foot of land compare with a finished serviced lot in the same plan area? Rezonings here are moving, twelve SSMUH lots at 19642 32 Avenue and 3170 196 Street were approved 7–1 on 27 July 2026, but nobody publishes the year your catchment gets its trunk. Brookswood listings averaged 73 days on market on 24 August 2026 against 40 days for Fraser Valley detached in July: the pool that buys land logic back from you is small.
